It sounds like you've got O365 installed and registered to the 'belongs to' person, but being used by another person. You can use it under a different name until it times out, which is 30 days I think. But if you fully sign out and sign back in it should change both of those to match. Technically speaking, if you purchase 50 user tenant, you can use it for 50 users simultaneously.

Sign out, sign in with the new user account and all is well. A few weeks later it starts complaining about it being unlicensed or whatever. Signout/Signin again and the problem is fixed for good. That 'belongs to' thing appeared in Office 2016 and haven't really looked into it.
