User 1 currently has full access to User2's mailbox, which I think also means full access to their calendar. So on their Exchange 2013 server I ran the following powershell script set-mailboxfolderpermission -identity 'User2: calendar' -user 'User1' -accessrights reviewer (Reviewer meaning read only).
